The staff of the Virginia State Board of Elections has recommended that Lovettsville Mayor Elaine Walker’s question about her May election opponent that resulted in a filed compaint be dismissed.
Walker defeated Bing Lam in the May 4 election after an often-heated campaign.
Walker also questioned the campaign literature of Tiffaney Carder, who was elected to the Town Council in the May 4 election. Lam and Carder’s literature failed to disclose who it was paid for by.
In responding to Walker’s questioning of the literature, Lam cited a chapter in the Code of Virginia that exempts cities and towns with fewer than 25,000 residents from rules regarding required disclosures on campaign literature such as “authorized by” and “paid for by”
In a Aug. 24 e-mail to Lam, Peter J. Goldin, a policy analyst with the Board of Elections, wrote that the board staff agrees with Lam’s contention that his campaign literature was exempt from the disclosure.
“The provisions of Chapter 9 would not apply in this case due to the provisions of §24.2-945,” Goldin wrote. “The most recent population data I found for Lovettsville lists the population as being 1,318 persons – well below the statutory requirement of 25,000. Furthermore, Lovettsville has not passed any ordinance that would bind candidates to the terms of Chapter 9 of the Code of Virginia.
“The three-member member State Board of Elections has the authority to determine whether a violation exists and if Chapter 9 should apply. Staff will strongly recommend to the Board that it dismiss the complaint brought against you for the reasons stated above.”
The State Board of Elections will issue its final ruling on the matter at a Sept. 14 hearing in Richmond.

I already figured Walker was lame for “tattling” on the other two candidates, I also know she sucks for not only pushing the schools out of Lovettsville but wanting them away from it’s perimeter as well. Now I come to find out she worked a deal to jip the town out of 7.5M? Hmmm.
Well, with supporters like BPM, no wonder she’s still there. For instance, in BPM’s first comment he called everybody idiots while saying that the proffers from new townhouses would have paid for sidewalks… you mean proffers that might have been dropped by Walker with even more possible “negotiations” with developers? Dude, DO NOT EVER refer to those townhouse proffers as definitive again. Walker would have given those away as well.
Is there no way to oust a Mayor due to the inability to properly maintain their orifice? Sorry, I meant “office?”
If she’s falling asleep at meetings, just whip out a cell phone and start video recording for youtube. Film every public address so you can record her lies on video as well. Most importantly, if it is well documented and provable that her actions are not in the best interest of the town, then do what ya gotta do to have her officially removed.
BTW, 7,500,000 divided by 1,318 (see the article above) comes to $5,690/person!!!! (that includes children and babies). Multiply it out to see how much it will ultimately cost your family.

The developer asked for a change to the zoning and stated in a public hearing that the change, which excused the developer from providing a large amount of infrastructure improvment to the town, would save him $7.5 million. Elaine was instumental in pushing through this zoning change without demanding commensurate (little if any, actually) contibutions to the town in the way of proffers. In other words she allowed the developer to seriously “cheap-out” on the town center and asked for virtually nothing in return. In the long run, this represents $7.5 million in value that was sucked out of the town. That’s 7.5 million! that will eventually be paid by the people of Lovettsville one way or the other. In newspaper articles, she always talks about what “wonderful” experiences she has had with developers. I guess they would be wonderful-if you handed me $7.5 million on a silver platter, and ask for nothing in return I would be your best buddy in the world.
Where did Mayor Walker get $7.5 million to give to anyone?
It is understood around town that the reporter who wrote the original article (see above) has been villified and maligned in the Town Hall. Really, he only reported the facts: Walker wrote a letter to the SBE with a “complaint” (her words) about Lam and Carder’s campaign materials. In her letter, she implied that they didn’t “know the rules.” The fact is, SHE didn’t know the rules after 30 years and this was reflected in the response from the SBE. Those are the facts; Johnson just reported the facts. That’s what reporters do. It’s called Freedom of the Press; Freedom of Information; etc. The town hall needs to look at the comments section below to discover what “stirring up trouble” really means.
Perhaps this is a story, but not really. If one wants a story, why not look to Tom Dunn and Ken Reid’s campaign finance disclosure forms with the Board of Elections. You might notice that, one the same day, each of them “loaned” themselves each $2,000.00, and just a few days later, Tom Dunn paid himself back the $2,000.00. Is there a story there: I think so.
BM, talk about ignorance! Why don’t you ask your auntie Elaine about the $7.5 million she gave back to the developer of Town Center on a silver platter without a penny of extra proffers to show for it? When asked about it in the debate, all she could say was “more rooftops.” Not that all those rooftops have done a dang thing to bring a commercial center….That 7.5 million would have done the town a load of good…and how come no one has mentioned the ridiculous waste of $7,000 on Elaine’s pet project-the perpetually empty “trolley”. Thank heaven, Purcellville had the sense to finally put a stop to that waste. Elaine would have had it run forever so that her ancient friends would be able to get to the imaginary medical clinic that she has been promising forever as a pander to them. Of course, all of this pales in comparison to the MILLIONS wasted on a superfluous water treatment plant that Elaine also lied about during the debate. BTW, BM, are you the guy that goes around to all of Elaine’s UnDead supporters and drags them from their couches to vote for her once every two years? Only when all of these provinical geezers are gone will Lovettsville have any hope whatsoever of becoming something other than Loudoun’s armpit. Unfortunately, the damage inflicted by your auntie Elaine’s incompetence and dishonesty will take generations to undo.
As far as the sidewalks go, the Mayor and TC have been ruminating about them for DECADES. Don’t blame VDOT! Sloth, moral corruption, vanity and ignorance are your auntie’s strong suits.

We need sidewalks, so the kids will stay on the sidewalk, not ride out in front of me. We would have a lot more stuff if the town allowed restaurants (CHAINS) in, grocery stores etc. Instead you want to keep it as a small business oriented place. No regulations on buildings etc… Small businesses can’t make it in a town like this, not with a 40% tax rate.. Talk of the Town for instance. Dumb a—see you at the meeting. I suppose this is why Walker doesn’t know how to use a computer nor does she have email. Still wonder who wrote the complaint letter for her. How does she plan to sit next to Carder during meetings? One wonders that after 30 years she never knew the rules. She wasn’t that old 30 years ago; so age is no excuse for ineptitude.
Alot of folks posting here need to GET their facts straight. Blaming the Mayor because you’re too lazy to investigate how things ACTUALLY get done in the town is no excuse. Expecting to wake up tomorrow morning with it done won’t fly either.

Why does Lovettsville need sidewalks? Where would people walk to? The two restaurants? How often does that happen? A larger waste of money is $10,000 for Ocktoberfest. What will that money be used for and how will it benefit the town?

The pittance offered by Elm Street Never would have paid for the sidewalks on East Broadway. Why did they not proffer more for the homes than they did for townhouses? Quit shilling for the Mayor BM!

And the idiots in the town’s population scrapped the townhouses (on unfounded fears)—- and there went the sidewalks. Poof!!!!!

It has long been my opinion that Mayor Walker has been in office too long - she has never addressed issues from 15 years ago - like the side walks??????Now that would be something to spend the towns money on so people can walk through town without risking being hit by a car.

Elaine walker needs to be IMPEACHED. She has lost touch of what it means to serve the people,and she concentrates on projects of no real importance while ignoring what really needs to be addressed. She actually fell asleep during the last meeting I attended!!! She really is pitiful at her job. SHE NEEDS TO GO!!!!
