Community health plan too ‘vague,’ sent to committee

A five-year community health improvement plan was up for action from the Loudoun County Board of Supervisors Jan. 31, but the “generic” proposal failed to garner support from even one supervisor.

After brief discussion, the board unanimously sent the plan to the Finance, Government Services and Operations Committee for further discussion.

“There’s no meat to this,” said Supervisor Suzanne Volpe (R-Algonkian).

The health improvement initiative, compiled by the Loudoun County Health Department and Loudoun County Health Council, was too vague and offered “no explanation, no specifics,” Volpe said.

Dr. David Goodfriend, director of the Loudoun County Health Department, didn’t dispute the inconclusive nature of the plan. But the intent was to first identify health focus areas, and then implement an action plan, he added.

Supervisor Matt Letourneau (R-Dulles) made the motion to send the health plan to committee.

The breadth of the plan was “very wide,” Letourneau said, and he questioned whether there were redundancies between Goodfriend’s research and that of other county employees.

Four priorities listed in the plan include increasing access to and timely utilization of health care services; ensuring a safe, health and accessible environment; improving nutrition and physical activity; and promoting health families in health communities.

The 19-page document states that “a work plan will be developed by LCHD and the Loudoun Health Council that will include measurable health outcomes or indicators to monitor progress of the suggested interventions listed for each identified priority issue.”

Goodfriend, who will sit in on discussions with the finance and government services committee, said the Loudoun Health Council will revisit this priorities at least every five years to continuously improve the health of the community.

Two takes on this:  First, I guess ANN thinks the solution is all the citizens of Loudoun County should have a bus stop shelter stapled to them, and second, that this 9-0 board of supervisors is really a do nothing board that will study things to death, never make a decision, unless the decision is to do just the opposite of what they promised during the campaign.


You could improve the health of the community by providing bus shelters for people [especially the very young and the very old] who stand outside in the freezing rain and sleet and wind.
