Early childhood development gets boost with addition of Primrose Schools

With more than 230 schools scattered throughout the nation, Primrose Schools, an early childhood development center, is planning to open 10 more facilities in the greater Washington, D.C. metro area.

The first of those schools will be located in Ashburn, at the intersection of Route 7 and Loudoun County Parkway on the George Washington University Ashburn campus. The school is owned and operated by Adela Taboada and her husband, Victor.

According to Taboada, an educator for the last 20 years, Primrose was the first preschool to be accredited.

“One of the differences of Primrose is Primrose corporate requires all of their individual schools to be accredited and that really distinguishes us from any other preschool because usually that accreditation is up to the individual school to determine,” Taboada said.

“We have a balanced learning curriculum, which is unique in that, for example, there are a lot of different models of theories of the best ways children learn and Primrose realized that there are good aspects to all the different methods of schools and their education experts took all the different parts and made them into one curriculum called the ‘Balance Learning Approach’.”

The new center will serve children from as young as six weeks old to kindergarten age. Taboada also said there will be after-school care for children up to 10 years old.

Over the years, 90 percent of Primrose graduates have achieved standardized test scores well above the national average. Infant sign language is taught as part of the daily curriculum and Primrose students show 1.5 times more growth than their peers in concepts mastered by the end of the school year.

Enrollment is now open for prospective students and parents. The school is scheduled to open sometime around the middle of January.

“Loudoun County has a large group of highly professional individuals. People that value early education in children and know how important that is for a child’s development,” Taboada said. “Every year the competition is more difficult and, with a big professional group, you get to appreciate how important it is to have the right early start.

“A lot of parents have shared with me that they do have good day care centers here, but they have all said, once the children get past that day care, they need preparation for elementary school and that’s where it lacks,” Taboada said. “It’s basically hit or miss and Primrose has the background and proven results that our curriculum does prepare our children once they get into elementary schools and the parents know what they are getting.”

A second Primrose School is scheduled to open in the South Riding area sometime later next year.

I wish 100% of our public schools were run by corporations. The natural competition would elevate our education to become one of the best in the world, instead of one of the worst.


I wonder how many English as a second language or kid on the free lunch program are allowed in? Seems that if it’s good for everyone, should be cheap to get in so all have that great chance? My other problem is it’s a franchise, so the bottom line is making money. I suspect tuition around $15K-20K or higher in ashburn.


Boy talk about a lot of giberish posts. Day Care/Pre School, it’s still up to the parents to help the kids learn. It’s how much you give to them and help them grow. And you know you’re good when you kids tell you “You should teach Math or Science”. My question to the Primrose owners/backers, will every teacher have a some kind of teaching degree(early childhood) or just HS degree with some accredited courses????

It’s fantastic to hear that we have a Primrose here in Ashburn! I work for a non profit that aids communities in early childhood education and I think this is the best thing that happened to Ashburn. Early childhood education benefits children, their families, and their communities. From improved academic outcomes to the economic savings to schools and states, the benefits of high-quality early childhood education are irrefutable. Children have proven to do better on standardized tests. For example, Michigan fourth graders who had attended early childhood education programs passed the state’s literacy and math assessment tests at higher rates than their peers who did not attend. It also increases high school graduation rates. Children in Chicago who attended an early childhood education program were 29% more likely to graduate from high school than their peers who did not attend. Another benefit is the reduction in grade repetition. In Maryland, fifth graders who attended an early childhood education program were 44% less likely to have repeated a grade than their peers who did not attend. Reduction of teen pregnancy is another huge benefit. North Carolina children who attended early childhood programs were less likely to become teen parents than their peers who did not attend (26% vs. 45%.) The reduction of crime and delinquency is another advantage of early childhood education. In Chicago, the children who did not attend early childhood education programs were 70% more likely to be arrested for violent crime by age 18 than their peer who had attended.
Early childhood education not only results in successful students as well as responsible adults, but it is also proven to result in stronger communities. Apparently, Loco since 2004 has never read any published articles in accredited journals, written by DOCTORS as well as EXPERTS on the subject! Because if he had read ANY study published in any accredited journal, it would be evident that the research is unanimous…the benefits of early childhood education are positive and proven!


Professor James J. Heckman, the University of Chicago economist who won a Nobel Prize in 2000, sent on 9/21/2011 a letter to the Congressional Joint Select Committee on Deficit Reduction. In that letter Professor Heckman outlines why investments in early childhood education increase productivity and reduce deficits. These are some direct quotes from that letter:

Deficits in skills in early childhood are perpetuated and magnified throughout life. Current policies fail to properly recognize the life cycle dynamics of skill formation. The United States invests relatively little at the starting point—in early childhood development—and as a consequence pays dearly for this neglect at every point thereafter. Our country will be unable to compete in the global economy if it does not address the increasing numbers of children who are not prepared for success in school, career and life.

If you seek to increase productivity and reduce deficits please keep these principles in mind:

-Early childhood development deserves more resources, not less. The facts are clear. Birth to age five are the critical years for developing the foundation of health, cognitive and character skills that produce better education, health and economic outcomes throughout life. Evidence shows that supplementing the family environments of disadvantaged children with early developmental resources is the most effective and cost-efficient way to promote productivity, boost lifetime wages and provide equal opportunity, greater achievement and stronger economic success.

• Investments in quality early childhood development more than pay for themselves. Concern over the costs of early childhood development programs is warranted, but should quickly evaporate when they are balanced with their returns. Quality programs such as the Perry Preschool Program cost close to the amount spent per child annually in secondary education in public schools. Yet, the rate of return for investment in quality early childhood education is 7-10% per annum through better outcomes in education, health, sociability, economic productivity and reduced crime. These returns exceed the rate of return of stocks over the period of 1945-2008. Early childhood investments pay dividends for the life of the child. Each dollar invested returns 60—300 dollars over the lifetime. These programs pay out immediately and over the life of the child through a reduced burden on the schools in remediation, through a reduced burden on the criminal justice system and through enhanced college attendance and workforce productivity.

Perhaps if we paid more attention to high-quality education (be careful not to confuse education with instruction) as the foundation that it is for every human activity and for a person’s character (again, don’t confuse education with instruction) our country would be in a much better place. Giving the best possible tools to our children is much more than a good idea, is our moral obligation.

I think this is a great addition to my neighborhood.  Early childhood instruction in basic numbers and reading is critical.  Not all of us can come from homes where attentive college-educated parents can make sure that their children can read and count to 100 before going to kindergarden.

I’d really question the wisdom of children facing any kind of education before the age of 1
(...Holy Q, so MANY questions to ask with scary answers to impact your kids.  Are people even sapient at that point?  Is it actually sign language or just Pavlovian response?  How does teaching communication skills to someone who is preverbal impact listening skills and basic empathy?...)

Maybe if we had more Tiger moms instead of Indulgent moms, we would have students better prepared for all levels of education instead of a bunch of “Occupy” malcontents with sociology degrees wondering why no one will hire them.


Had my two kids in Primrose schools when we lived in Atlanta, both are doing great in Elementary school since we moved to Ashburn! Would recommend to anyone in the area..


Tis is crazy. “every year the competition is getting tougher”? Seriously? Among kindergarteners? Come on now Tiger moms….let a kid be a kid for awhile. I agree that we need to prepare our children for school but this is ridiculous. Also did anyone else chuckle at the newspaper throwing out the ” over the years 90% of Primrose students….” statement? What study was this? Over what years? What standardized tests? Don’t believe the hype!

Both of my children attended Primrose schools and they were very prepared for elementary school afterwards.  They did better than their peers did academically and had an aptitude for extracurricular activities like music. I’m certain that Primrose made a difference in their education.  I agree that daycare is different than preschool.  While some preschools might call themselves educators they might very well be nothing shy of a daycare. However, such a blanket statement equating all preschools to daycares is unfair. Besides, we are talking about early childhood EDUCATION here, not preschools. Yes, there is a difference, and the difference is that an early childhood educator actually teaches while a daycare babysits.  The differnce is learning subject liks math and language, like my kids did, rather than playing all day.  The difference is Primrose.  It doesn’t matter what you call it—early childhood education, preschool—That’s symantics.  What matters is that it works.  When other mothers ask me why I made the decision to place my kids in Primrose rather than a “daycare” or competitor school, I don’t tell them about how their curriculum differs—Primrose can do that.  I tell them to look at how successful my kids have been.  That’s the reason that my sister is putting her little ones in Primrose now.  It’s worth the investment and, as a mother who wants nothing but the best for her children, it was a priceless endeavor for me.  Thanks Primrose!  Keep up the difference!


As a Primrose mom (moved from Denver), I can attest that what I’ve seen in this area so far IS child care.  That is why I was delighted when I heard Primrose was opening in my area. The difference between day care and pre-school is credentials. Primrose IS a Pre-school with the curriculum and accreditations to back it up.


I wish people would stop referring to day care facilities as preschools….there is a difference. I am sure that they provide a similar service but it is still a day care- run by a corporation looking to make money!


Primrose is a corporate center and each will only be as good as its individual staff. Corporate bottomlines are all about the money. Franchised schools are run on the same structure
