    The Loudoun Literacy Council will be hosting a special event at Rust Library in Leesburg Sept. 23 from 1-4 p.m. Designed to encourage reading as a family, the event includes free books, refreshment, face painting a magician Tom Lilly’s “Books are a Blast magic show.
