‘Puppy dealer’ pleads guilty to animal cruelty charges

“Our sources say this woman was a ‘puppy dealer,’” Chief of the Animal Control Division Adrienne Burton said. “She was selling these animals for a profit.”

Burton believes Joy Carey — the woman whose Purcellville property was investigated by law enforcement over the summer following a complaint — was working with someone out-of-state to bring the dogs in. Loudoun Animal Control removed approximately 25 dogs in neglected condition from the property.

“We were able to reach an agreement with the commonwealth and Animal Control,” Carey’s attorney Greg Harris said.

Under the agreement, Carey pleaded guilty to a dog kennel violation charge and a cruelty to animals charge. She won’t serve any active jail time, with 30 days suspended, and will pay a fine. She also volunteered to not own any new animals for a period of two years.

Harris indicated it was wise for his client to go to Animal Control if she couldn’t get the dogs placed. He noted that a “number of the dogs” were puppies.

Burton said that Animal Control found dogs in barns and buildings “all over the property,” but also that Carey was very cooperative throughout the investigation.

Animal cruelty complaints are not terribly uncommon in Loudoun, as the department has had three cases this week.

“I tell people those shows you see on TV and all the bad stuff that happens, the abuse, it all happens right here in Loudoun,” Lead Animal Control Officer Mark Stacks told the Times-Mirror in August. “And we’re trying to stop it.”

Yet another sadistic female with too many animals.  What is it with these evil hags?!!  These witches should be locked up and should feel the same neglect as the animals they abuse!


@play fair….you are an absolute idiot! I suggest you educate yourself before making anymore statements about the policy and procedures of the Animal Shelter. You will never meet a better group of individuals. From the animal care techs to the dispatcher, they are all top-notch!


@ play fair!  You are correct on one item-LoCo Animal Services was sued by a private VA resident and small extremist law firm alleging that LoCo Animal Services was violating law by euth’ing Pitbulls.  But guess what!  LoCo won that case and were found to not be in violation of the law because they DO NOT EUTHANIZE ADOPTABLE PITBULLS.  All Pits and Pit mixes get evaluated for temperament just like any other breed of dog that goes to that shelter.  If they pass their behavior eval, they are transferred to a rescue group or another shelter in the area for adoption.  Board of Supervisors has been unanimous for several years that Pits not be adopted directly out from LoCo Animal Shelter, it is not an agency vote or choice.  But who knows-with a new Board hopefully it will change.  With all of these being said, please get your facts straight in the future and try not to slander a fantastic agency that does endless work everyday trying to better the lives of the animals in our community.


@loudounres, what facts am I missing.  Loudoun County had been in court for not obeying the state law breed specific euthanization.  Are you saying our Loudoun County run shelter is not killing innocent pit bulls?  and do the Loudoun County animal control not take them to the Loudoun County shelter?  please inform me of what facts i have missed.


@kneejerk reactor.  This has nothing to do with free enterprise, small business and rural economy.  This has to do with abuse and neglect of animals.  There are responsible ways to breed and raise dogs.  She was not doing it that way.  So get off your democrat train ride, it crashed last week.

Animal Control here in Loudoun County is the best!  Seriously, you guys and gals rock!  You put the animals first and you enforce the laws.  Great job!
