    Sen. Black lobbies for Gloucester and Pacific completion

    State Sen. Richard Black (R-13) is urging Virginia Transportation Secretary Sean Connaughton to approve an $80 million Virginia Transportation Infrastructure Bank loan to complete Loudoun County’s Gloucester Parkway and Pacific Boulevard.

    In a letter to Connaughton dated May 18, Black insists the project will “shorten the commutes of more motorists in Loudoun County than any other transportation project under consideration today.”

    Completing Gloucester Parkway and Pacific Boulevard is seen as a solution to relieve the approximately 73,000 cars a day that travel Route 7, as well as the 45,000 cars per day on Waxpool Road.

    Gloucester Parkway, like Route 7 and Waxpool, runs east-west, connecting inner Loudoun County the heavy-commercial Route 28 corridor. Once completed, Gloucester will have ample excess capacity to handle overflow from Route 7 to Waxpool, according to Black.

    Pacific Boulevard parallels Route 28 to the west. It’s intended to allow local traffic to flow freely without clogging the freeway.

    “With the help of VTIB, completion of these projects will be a transportation planner’s dream,” Black wrote to Connaughton. “We have worked closely with Mr. Michael Scott of Kincora, the developer of this project, with members of the Board of Supervisors and with other transportation officials, all of whom anticipate a major commercial boon to the state from improving traffic flow in this area.”

    Connaughton and members of the Commonwealth Transportation Board are likely to consider the loan application during a meeting June 8, according to Black’s office.

    Someone ask Mr Scott of Kincora where our Loudoun Boondoggies are going to play baseball next year.


    Again, shouldn’t an overpass be included at the intersection of Gloucester and Pacific?

    Evidence of this necessity is how money and effort were put into making a double exit at Waxpool and 28, but the lights at Pacific-Waxpool, and at Broderick-Waxpool made the redundant exits basically pointless because traffic still backs several miles down 28. This is because of those lights that you hit immediately on Waxpool which should have been given a overpasses when the Wegmans shopping center expanded. Sterling residents have to wait in the traffic with everyone else even though they’re not even using Waxpool.     The LCRC sends their goons out to harass other commenters at the Bill Dean Times while censoring comments by people they don’t like.  Only in Loudoun County, and third world republics.


    Says Satchmo/Blackout ....who doesn’t give the same courtesy when Senator Black actually did not write the Holtzman-Vogel Bill, either…. but satchmo/Blackout was all too glad to give him all the credit then. Hypocrite much? At least you’re down to one ID now.


    Well thank you Dick Black for writing a letter supporting over five years of hard work and effort by many others.  It’s the least we can expect from you. 

    The LTM should have done an article on the entire project and spoken with the many, many others who are really working this important transit way.  That would have been newsworthy, not Dick Black’s press release on his letter of support.

    I will predict this.  Down the road we will hear all about the embellished hard work Dick Black put into this project, shunting aside those who actually made it happen.  It’s the same thing Black did about the Ashburn Library, Rt 28 and other projects.  He loves to claim glory when in actuality he does very little. 

    Now with that said, Dick Black should get credit and thanks for writing that letter in support of this needed intersection.  For that we thank you.

    Sounds like the same logic should be applied to Westwind Drive-Ladbrooke, and to Loudoun Reserve-West Ox.

    Here’s the good news. The loan is entirely paid for by the developer.  And, the Virginia Transportation Infrastructure Bank (VTIB) requires the loan to be completely collateralized.  So we will get vital new roads at no cost and without incurring any debt.  The property owner is on the hook for all the collateral and 100% of the debt payments.  Many thanks to Supervisors Scott York and Shawn Williams for their hard work on this.


    I agree, Kincora should pay 100% for this, and should include an overpass where Gloucester and Pacific will cross each other. Looking at the plans, this is being set up to be a complete debacle similar to the intersection of Waxpool and Pacific which creates traffic all the way down 28 for miles.


    I believe that Kincora has a proffer in place to complete Gloucester across the Broad Run and Pacific to Waxpool. Is Black proposing to let them off the hook on this? It would be nice to get VDOT to ship some money this way, but Mr. Scott and Kincora have a huge bill to pay as well.


    Aren’t the Kincora developers supposed to pay for this?  Is the loan going to them?  And if so why do they need a loan from the government instead of a bank?
