Lovettsville Mayor Elaine Walker has questioned the Virginia State Board of Elections about whether or not Bing Lam, the opponent she defeated in May’s town elections, may have violated the Commonwealth’s Campaign Finance Disclosure Act by failing to put a disclaimer on his campaign literature.
Walker has filed the same question about Tiffaney Carder, who was elected to the Town Council in May and now serves on the Council with Walker.
In a letter to Dianna Price, Loudoun’s Electoral Board secretary, Walker questions whether or not Lam and Carder breached the Commonwealth’s election rules, alleging that neither Lam nor Carder included the phrase “paid for by” in the literature they distributed during the often heated campaign.
The letter is dated May 29, and in it, Walker said she brought the matter to the attention of election officials May 4, the day of the town elections.
If the Campaign Finance Disclosure Act was violated, Lam and Carder could each face up to $2,500 in fines.
Peter J. Goldin, a Policy Analyst with the Elections Board, says that the Board is holding a hearing on the matter Sept. 14 at the General Assembly Building in Richmond.
Lam says he plans to attend the hearing and defend himself against the alleged violation.

They LEGALLY own the property and must be negotiated with or LEGALLY compensated for their stake. It’s not that they will not deal….it’s that this all takes time to negotiate and instant-gratification will not make it happen any sooner.
Perhaps, if you two are so beligerantly irritated that Bing lost, perhaps you should have worked harder at election time.
My participation was lukewarm because I had other obligations and wasn’t provided with the voter rolls this year. Otherwise, it would have been a bigger blowout in the Mayor’s favor.

Lam and Carder may be off the hook, but I’ve sit thru a town council meeting every couple of months and kept right in there as the plan grew and stalled.
The actual design was a VDOT design, so call them to bitch, but you’re completely off base if you blame Town Council or Walker. They had ZERO input in VDOT’s final.
Same problem with the sidewalks in Lovettsville. Council and the Mayor would love to get started on those sidewalks. There’s a small hitch. Some of the properties on Broadway actually own as far out as the middle of Broadway…it’s on their deeds.
Going thru and wrangling settlements on these few properties MUST be completed before any VDOT work can begin. So VDOT is doing just that.
So many issues that ignorant folks hang around the Mayor’s neck because they want to blame “somebody”….and it gets old, ESPECIALLY when they’ve never attended a single council meeting or plannning session (which would answer all their questions and make them “informed” enough to make firm accusations instead of spongey made up and imaginary (expletive)..
PAT ...the SBE website is readily available and easy to peruse. Carder in no way , got close to the mayor. Stop spreading outright untruth.
The Mayor got 169 votes, which is in the ballpark of what I forecast she would at the beginning of the day, using her previous year data and adding for new proponents and subtracting those who have moved since 2008. (so I was a few feet off of homeplate)
As for Carder, she accumulated 161 votes. Going further, this was the second most supported council position, with Councilman Zoldos securing 30% of the field, and Carder coming in around 21% in the field of 5 candidates. DiJon, who really didn’t even campaign actually garnered a respectable 18%.
Nice catch Earnest, if you are citing the law correctly (I don’t know and will not waste the time finding out). And as I wrote “but if it was a rule at the time, it had to be followed equally by all candidates.” - key word there = IF. I didn’t say I knew the rules (just as it seems Walker didn’t). So bite me. And thanks for posting what the law/rule was.

So very glad that Lam and Carder are vindicated. After 30 years, Walker doesn’t know the rules? What a shame we have to look at her at the opening of potato chip bags for photo ops for the few years. Thank you one and all for pointing out how this particular mayor has just shot herself in the foot. Perhaps there is a God after all who watches those who only operate on their own self-interest.

She’s mean, homophobic and way over her graying head. And the town is changing. Her legacy will be one of an old vindictive fool rather than of a benevolent grandmother to her beloved town. How very sad that she will go out with that bad taste in everyone’s mouth. A good monarch (which is what she is) knows when it is time to step down for the sake of the kingdom. Let me get this straight: Walker has been mayor for ever based on the fact that she was born here and nothing else. AND, after all this time, she doesn’t know the election rules and regulations for her tiny community? She intimidates her former opponent (Lam) and colleague of the next three years who just had a new baby and is a local teacher (Carder); and she just this because she is vindictive and doesn’t know the rules? Shameful. Yes, it is true, Walker intimidates, or tries to intimidate those who oppose her; she has used the town and her position for her own financial gain (her property and its zoning doesn’t apply to her); and now she is attempting to stop the very exciting and town supported Food Co-op because she has the mistaken idea that a large chain will magically arrive at the squircle? Walker, leave with some dignity before you are taken up by the Christian God that you believe is sole arbitrator in what you consider YOUR town. Look at the demographics, Walker, Lovettsville has changed. On Memorial Day you offended a good proportion of our armed forces who may be Jewish, Muslim, Hindu, or Atheist, who have given their limbs and their lives by praying “in the name of Jesus Christ, our Lord and Savior.” I saw several Lovettsville residents shake their heads in embarrassment at what is clearly your old, naive agenda. Walker, you should hang your ancient head in shame.

She will not be happy until Lovettsville looks like Manassas. How did she ever get re-elected? The question still remains…what happened to the medical facility, and especially the “Town Center,” as well as the new Community Park that was bragged about?!? Also, why hasn’t anyone ever investigated the change in the layout and developers of the Town Center housing development.

I have only lived in Lovettsville a short while. We didn’t really have a choice, we had Bing Lam who sued the town.. Over what? He is a idiot… Then we have Walker, who needs to be on a walker. This is why the taxes for the town,(SO CALLED) sticker are tracked by a excel spreadsheet. You would think they would be linked to the county. I say we get rid of town hall and have the county take it over. They are nothing but a joke. Water is unjustified, town taxes (house), are unjustified. Where is it going? The main street looks like crap. Run down houses and trash all over the street. ARGH… They just piss me off.
Since Walker prides herself on being computer illiterate we wonder who in the town hall typed her claim for her. This merits an investigation if you ask me. She files a claim against someone on her board who GOT MORE VOTES THAN SHE DID. Carder, far more popular than Walker, deserves better treatment. She wasn’t even invited to the victory party. Walker is nastey, mean and vindictive.
If the fine is only $2500, I don’t know why anybody even cares. Its not like somebody will be booted from office or hauled off to jail. If it cost $2500 in fines to send out propaganda without listing who its from, I’d call that a cost of getting elected.
You can argue all day whether the rule is right, wrong, constitutionaly or not, but if it was a rule at the time, it had to be followed equally by all candidates. End of story.
Many credible constitutional challenges continue to be made against campaign finance laws that actually serve a purpose.
To force candidates in tiny towns to put “Authorized by” on leaflets that they have obviously printed themselves is ludicrous (as well as a violation of their First Amendment rights.)
Walker’s actions here are mean-spirited and un-American. The woman loves laying wreaths for photo-ops. Maybe instead, she should give a bit of thought to the freedoms that those men actually died for (like the freedom to declare you are a candidate running for Mayor). What a hypocrite!

either the literature did or did not say ‘paid for by’. What is to defend yourself against? Don’t understand why this is news in late August, when this came to light several months ago. But, what’s the contention - it either does or doesn’t. If it had to have it, and didn’t, then they are guilty, pay your fine, you lost, pay closer attention next time. Done.
