Sterling man charged with kidnapping, additional counts

The Loudoun County Sheriff’s Office charged a 21-year-old Sterling man on Jan. 19 after he allegedly brandished a firearm and held a 16-year-old female against her will while posing as a police officer.

Jose L. Rivera-Laboy was charged with kidnapping, use of a firearm during the commission of a felony, brandishing a firearm and two counts of impersonating a police officer.

The arrest comes on the heels of the Dec. 14, 2011 incident, in which the teenager was walking near E. Dartmouth Drive at around 4 p.m. She and a friend were approached by two known teenage females and an unknown male, the Sheriff’s Office said. The victim had been involved in an altercation with one of the known females prior to the incident.

Rivera-Laboy allegedly indicated he was a police officer and exposed a firearm from his waistband. He later followed into a house with the victim’s friend, claiming to her mother that was a Maryland police officer.

Over the course of the investigation, Rivera-Laboy was identified as a boyfriend of one of the two known females, and he was apprehended near his home. He remains at the Loudoun County Adult Detention Center without bond.
