In an effort to encourage a more business-friendly environment, Loudoun supervisors on Jan. 3 unanimously agreed to direct staff to develop a resolution of intent to amend the county’s 1993 zoning ordinance.
In their research, county staff will look for ways to streamline the process to advance commercial development in the county, according to Chairman Scott York (R-At Large) who initiated the effort.
Throughout the 2011 election campaigns, many candidates touted a streamlined process for improving Loudoun’s commercial base as a main platform.
Developers, they said, get too bogged down in the red tape and confusion when trying to locate to Loudoun. Many, they said, give up and move on to another municipality where the process is more predictable and the zoning for some businesses is by-right.
” … We want to look for ways that we can find a better and faster process to move applications through,” York said.
Staff will review existing special exception uses within Loudoun’s commercial districts. The intent is to see what can be changed to be permitted without going through the process of getting special approval to build.
“I am delighted to support this motion and look forward to working on this to hopefully bring us into the late 20th century in supporting business,” Supervisor Suzanne Volpe (R-Algonkian) said.
@ Zaphod Beeblebrox, why don’t YOU get a grip. If all you have to say is attack someone else’s dignity, maybe its time for you to leave. There’s something called sustainability out there. It doesn’t involve vacant strip malls and cancerous growths of condominums. It means supporting local people, obeying existing standards, listening to current residents and landowners. Your joke about the hyperspace planning council isn’t even funny. Plus it proves that you don’t grasp the basics- if someone else already owns the land, those plans are just a meaningless piece of paper. So why don’t you go back to alpha centauri or else learn to respect a way of life that is much older than you are.
By the way Susan Volpe, the zoning law was changed in 1993 to prevent the prevalence of vacant strip malls. We do not want to be a nation of vampires that kills its own. If that is what you want, you are in the minority, time to go home and cry before YOU get audited by the FBI.
Exactly. These people are so corrupt. Susan Volpe- what the he** does she know in her multimillion dollar office in Ashburn. If you guys do not want more bulldozers then you should be attending all zoning meetings and getting your friends and associates to go also. These corrupt county officials cannot proceed over heavy opposition. They can’t bulldoze someone’s rights. If you don’t agree with their graft and corruption, by god let’s do something to stop it. Are we a real community or are we a sad set of bloggers that do nothing??
Its all about the 9-0 republican board of supervisor’s FRIENDS. These 9-0’ers got a lot of money from people, who now expect the 9-0’ers to push through what the FRIENDS want. Pure and simple. The FRIENDS needed 9 people who are willing to raise a hand in YES voting posture, while also not thinking about the fact that the 9-0’ers are just dress up dolls for the enjoyment and PROFIT of the FRIENDS. Same old story.
Will you PEC people get a grip. You “CANNOT” stop growth. By default, people have children and the population grows. Those new citizens need a home to live in and job to work at. That in turn consumes land that needs to be developed.
The days of Loudoun as a sleepy county with milking cows and horse farms are gone. Replaced by high tech corporations and McMansion to house the ever growing population with household incomes exceeding $100,000/yr.

As you will no doubt be aware, the plans for development of the outlying regions of the Galaxy require the building of a hyperspatial express route through your star system. There’s no point in acting surprised about it. All the planning charts and demolition orders have been on display at your local planning department in Alpha Centauri for 50 of your Earth years, so you’ve had plenty of time to lodge any formal complaint and it’s far too late to start making a fuss about it now.
There is no market for more houses! Why would they build them to have them sit empty? That’s not what this is about. It’s not about housing.
WIth all these empty buildings, I can see why the board wants to help developers buy new ones—cause it’s a great source of graft for our local pols.

How about they do what other communities do, and make a comprehensive plan and stick to it? Or is “urban planning” too progressive for these dinosaurs?
Or do they like sitting in traffic on Route 7 so much that they think we should continue with this piecemeal, rezoning and special exception for everything development that has made Loudoun such a great place over the past decade?
ImagineThat is spot on too. “Building” in Loudoun isn’t the problem. Look at all the empty office space along Route 7. Go down 28 into Fairfax and you’ll see even more (clearly that commercial space at Kincora is badly needed). Then you have One Loudoun waiting in the wings as well. Heck, after all that back and forth about the “Stonewall Secure Center” in Leesburg, there is a “For Sale” sign up there already. I thought the developer said there was a client alright lined up who had chosen that site over anywhere else? You’d think the bulldozers would be there a day after the land was rezoned. Guess Scott York and Co. were fooled again, or at least pretended to be.
No company is avoiding Loudoun because they can’t build here or find space. This is just a handout for the developers so they can save a few bucks on the rezoning process.

Too bad only a quarter of eligible voters showed up to vote - this is what you get when nobody pays attention.
that’s right. so all those uses that get people pretty riled up over - and thus are designated as special exceptions so that they DO get more review and public input on - you won’t even know they are coming until the bulldozers show up and start clearing, and there is NOTHING anyone can do or say about it then. In general, it’s a done deal when it’s made by-right. By right means less $ to spend by businesses, so yes, it is a means of luring economic development. But it’s the way you remove the public from having any say.
Now, if the BOS wants to put up a referendum for the public to vote on what uses should and should not be Special Exceptions, and THEN change the zoning code accordingly….that’d be a whole different deal that I could support.

If it sby-right is gets no public hearing. Just another attempt by this BOS to cut the public out of the process. The developers like it of course.

Why does the Board insist on equating economic development with property development? Faster property development doesn’t necessarily result in more businesses, just more buildings.
They are only trying to allow commercial developers to change from Office to Residential uses more easily with out public input. They already reduced that anyway by cutting the number of hearings down to one. Watch out if you are on any of the commissions and you say something that pisses off the Board members, particularly Janet Clark. This board is off to a great start cutting commission members because they don’t like what they say. I don’t know how they can change business in this county when they just rubber stamp the commission that has already been a failure. You use the same people, you get the same result. Now it looks like Janet Clark gets another epic fail as Scott York places his tail between his legs and admits that the EDC member they tried to fire has another year on his term! Looks like some of these guys are falling flat on their face.
Have they driven around any portion of Loudoun County, especially Leesburg and eastern Loudoun, and seen all of the empty buildings with Leasing signs on them? How about concentrating on what’s empty and available and getting those filled first before building on any additional available patch of grass left remaining around here. Better yet, how about adopting a “Before you build ‘em, fill ‘em”. Make sure you have all of the available office/retail spaces pre-leased instead of sitting empty for Years and Years!
That’s right, get ready for the houses, houses, houses. Of course, what we will be told is the development is business, business, business. What won’t be talked about is that the major part of the development will be houses, houses, houses.
