Loudoun County voters on Aug. 23 picked four candidates for state seats to move forward to compete in the November election.
In a season where the official candidacy was delayed by redistricting, most candidates and voters likely feel a relief at having the party tickets now set for the November election.
In the Republican races, unofficial election results indicate veteran politician Dick Black will vie for the the state Senate’s 13th District; Randy Minchew will lead the 10th District House of Delegates ticket; and entrepreneur David Ramadan won the 87th House of Delegates spot on the ballot.
In the only Loudoun Democratic race of the day, Barbara A. Favola defeated former senior attorney adviser Jamie Areizago-Soto in the 31st state Senate District.
13th District, Virginia Senate
In the 13th District state Senate race, Black defeated Prince William Supervisor John T. Stirrup and Prince William County Chief Deputy Clerk of Court Bob FitzSimmonds by a 3,142 to 3,029 to 1,923 vote, respectively.
Black is a former member of the House of Delegates. A controversial figure and social conservative, Black lost a bid for re-election in 2005.
But in 2011, Black took an early lead in the race and continued the momentum throughout the night.
Perhaps now considered “Dick Black country,” the 13th Virginia Senate District includes large sections of northern and central Loudoun, including Purcellville, Hamilton, Oatlands, Lenah and parts of Ashburn. The district continues south in a relatively narrow strip into Prince William County. The Prince William part of the jurisdiction includes Gainesville and other outlying suburbs of Manassas. Seventy-four percent of voters in the district are from Loudoun.
Democrat Shawn Mitchell will attempt to win over the new district in the November election. The Broadlands resident is the president of an Ashburn-based HVAC business.
31st District, Virginia Senate
In the 31st state Senate District Barbara A. Favola will represent the Democrats. She beat out former senior attorney adviser Jamie Areizago-Soto by a 6,544 to 3,574 vote.
This hotly-contested Democratic primary was facilitated for the retirement of former Sen. Mary Margaret Whipple. Favola currently serves as a member of the Arlington County Board of Supervisors.
The 31st Senate District was radically adjusted in the 2011 redistricting process. Formerly a relatively distinct portion of Arlington and Falls Church, the new district follows along the Virginia side of the Potomac River from the Courthouse section of Arlington to Lowes Island, Sugarland Run and sections of CountrySide in Sterling. The new district is considerably stronger for Republicans judging from performance in the 2009 gubernatorial election. Loudoun represents only 11 percent of the new 31st Senate District.
Favola will face off against Republican Caren Merrick, a technology company entrepreneur, in the general election.
10th District, House of Delegates
Minchew edged out attorney John Whitbeck of Lansdowne, and public policy consultant Cara Townsend by a 1,132 to 1,058 to 629 vote, respectively, to win the 10th District House of Delegates nomination.
Minchew is a former chairman of the Loudoun County Republican Party. An attorney with Walsh Colucci Lubely Emrich & Walsh, Virginia Gov. Bob McDonnell (R) appointed Minchew as his deputy counselor and adviser to the governor in August 2010.
Locally, Minchew has served as president of the Loudoun Bar Association, on the board of directors for the Loudoun County Chamber of Commerce and as chairman of the Loudoun County Economic Development Commission.
Minchew credit his opponents with running a spirited campaign and thanked them for their efforts. He said both were excellent candidates that proudly represented the Republican Party.
He said he intends to focus his campaign leading into November on improving the quality of life for residents, the environment of the private sector, transportation and helping Northern Virginia became a more pro-business community.
“I may have won the Republican nomination, but I’m still the same candidate I was before,” Minchew said.
The 10th House of Delegates district includes the majority of Leesburg and a large section of southwestern Loudoun, including Middleburg and St. Louis. It crosses southern Clarke County and into Frederick County, although 76 percent of voters are from Loudoun. Minchew will continue his campaign, but now against Dave Butler (D), a member of the Leesburg Town Council.
87th District, House of Delegates
Ramadan beat real estate company owner Jo-Ann Chase by a 1,363 to 1,084 vote in the 87th District House of Delegates race.
The two ran a close race throughout the night, with each taking a turn in the lead. The Ramadan-Chase contest was hard-fought with several accusations arising against Ramadan due to his Lebanese-American background during the campaign.
Another new district, the 87th House of Delegates seat includes much of southeastern Loudoun, including sections of CountrySide, Sterling Park, Arcola and South Riding. It also includes a significant geographical area in northern Prince William County, although this represents only 14 percent of the district’s voting total.
Ramadan will be running against Democrat Mike Kondratick on the campaign trail, a grassroots organizer with the Juvenile Diabetes Research Foundation.
Ramadan could not be reached immediately following the unofficial primary election results.

For the House of Delegate races, 6.22 percent of voters turned out for the 10th district race with 5.96 percent turning out to vote for the 87th district race.

Why is it that the Republican candidates all seem to have “crazy loon” as their middle names? I’m a Republican who is disappointed in the quality of candidates across the board throughout this country. I’d like just one Republican to come forward who doesn’t worship the tea party and who actually has some sensible ideas about where to take this country. From where I sit, I’m not seeing anyone who has an IQ higher than a brick.
Dick Black is a recipient of the Purple Heart. He took enemy fire in Vietnam and saved the life of one of his men. He was wounded and almost killed.
As a Virginia legislator, he created the Route 28 Freeway legislative package which raised the amount of funds that Loudoun could receive for transportation improvements, then secured funds for Rt 28 improvements including numerous flyovers.
The far left often tries to misrepresent his character and accomplishments.

Maybe the LTM should start looking into Minchew’s donors.
There appears to be little doubt that come November, the election wins will go to Randy Minchew and Dick Black for Loudoun County, in particular. Then, we will finally see the kind of common-sense laws that will outlaw all abortions, and allow us Second Amendment folks the right to carry our firearms everywhere in this great Commonwealth.
Look out if any moderates show up in November, they won’t be voting for people like Black and Minchew. Way too polarizing to earn any support outside of the religious lunatic sect of the GOP. Even this primary showed that they may very well not even carry the full support of Republicans.

Every time I write a tax check I think of the way Dick Black cost me money with his series of publicity stunts against our library system. Haven’t you all got the Black Fan Club instructions? We’re all supposed to refer to him as “Colonel Black”, as if what he did 40 years ago has any bearing on his fitness to serve in the Virginia Senate. The two biggest jerks to ever come out of Loudoun politics were Army Colonels, Steve Snow and Dick Black. PLEASE, no more army officers who want to order the rest of us around.

Minchew displayed himself as the kind of guy I have no use for. As a person who is considered a republican, I was insulted by his low use of false statements in order to attack a fellow republican. Minchew lost the majority, and will lose my support because off his lack of fairness and truth.
It really is a shame that America doesn’t have more areas that have embraced pro-democracy reforms like “instant runoff voting”. It is clear from these results that most voters did not want Black or Minchew, but get “punished” for voting for who they wanted.
With IRV, you could get to rank your picks. So if I had Black dead last on my list, I would vote for Fitzsimmons #1 and Stirrup #2. When Fitzsimmons came in third, he would “lose” and they would have a “instant runoff” between Stirrup and Black and recount the votes without Fitzsimmons on the ballot. My vote would then go to Stirrup, and Stirrup would probably win.
Unfortunately IRV also encourages the legitimacy of third-party candidates, so the establishment rarely is willing to consider implementing reforms like this. Some places do have it though.
Really all the candidates stunk. I saw Cara Townsend outside of my polling place and noticed she got out of a car with Maryland plates. I considered it was a rental for a moment, but then saw a parking pass on the rear view. Interesting. I was disgusted with Minchew and his harassment and shady donor list, and Whitbeck was incompetent as an HOA president, why would I vote for him now?
My vote for Senate was just against Dick Black. I have no use for religious extremists. Why we can’t just have a solid fiscal conservative in the Goldwater mold is beyond me. No one was particularly great there either. They are all just carbon copies of each other, with the exception of Black who is out in left (or I guess right) field by himself, babbling on about fringe issues.
I have to add Ken Reid to the list of bad guys - Randy Minchew and Dick Black. As you may know, Ken Reid endorsed Randy Minchew, and supports him totally. And I do not believe that Ken Reid was ‘unaware’ of Randy Minchew’s extreme far right agenda. And when one endorses and supports someone, I think it is appropriate to conclude that Ken Reid also wants to ban all abortions, wants guns in our schools, and other public places, and in generally, is a far right wacko.

Gosh I hope women turn out to defeat these nut jobs. It’s our right to choose. It’s the law.
All it takes is one more vote than your opponent, and you win. Randy Minchew and Dick Black will make a great team for Loudoun County. They truely believe in the same things, and each will give great aid and support to the other in Richmond. The rights of all unborn will be protected, and our basic liberties, like carrying guns in public places like churches, parks, and schools will be safe. And as Randy Minchew has said, we can not return to what Old Virginia really stood for.
Look at the results…Dick “Landslide” Black won by 113 votes (just over 1% of all votes cast). Better than 60% of Republican primary voters couldn’t bring themselves to pull the Black lever. Minchew? Not much better, 56% of GOP primary voters went with someone other than Minchew. I don’t think either of these extremists will grab a significant share of Democratic or Independent voters, so the key to burying both is turnout.
Democrats have one solution to every problem, and that is to raise taxes. If Shawn Mitchell gets elected, the Senate leadership will put him in a corner and tell him what to do or else! He can talk all he wants about the bumper sticker of education, jobs and transportation, but he will fall in line when he gets to Richmond and in no way will be an independent voice. Dick Black, while crazy indeed, will at least vote the right way on taxes and spending. For me, he is the lesser of two evils.
Minchew would say anything to get elected. Whatever he ran on for the primary will definitely not be what he runs on for the election in November. I’m a long time Republican, but I will probably vote democrat for this election because Minchew is in the pocket of the big developers and they get their way all too often at the expense of the taxpayers and residents.
People need to move beyond lamenting the extreme stances of these Republican nominees and start learning about—and supporting—their Democratic opponents. If you don’t want Dick Black representing you, support Shawn Mitchell.
You missed the point. We now have a great team, in Dick Black and Randy Minchew. Both ran on the exact same issues, and both are willing to go all the way to banning all abortions.
No matter how far right Randy Minchew ran to won the primary he will never be as crazed as Dick Black. Loudoun is going back to The Stone Age if Black wins in November.
The biggest surprise here, was how far right Randy Minchew ran. His late mailer with fetus pictures and demands to ban all abortions probably tipped it in his favor. What one asks, is in going so far to the right, can he ever get back to a middle ground. The more interesting question is, does he want to get to a middle ground. That mailer was a real eye-opener for some who did not know just how radical Randy Minchew really is. Being what may be the first post means it will soon be forgotten. But for Randy Minchew, his positions will not be.
