Two large rezonings in the east approved, one tabled

Three rezonings for the Dulles South area went before the Board of Supervisors at its Dec. 4 meeting. Two were approved, adding 1,145 residential units and more than 3.9 million square feet of commercial and industrial uses.

The third, Braddock Village, after numerous changes to the number of residential units and proffer package, was moved to the Dec. 18 board meeting for a vote so the county attorney has time to review the application.

Arcola Center

Arcola Center, a rezoning asking for 1,169 residential units and more than 2.6 million square feet for commercial and industrial uses on 312 acres, was OK'd by the board. Supervisor Steve Snow (R-Dulles) said the development's design fits with the vision laid out by the Route 50 Task Force – that of an Alexandria or Georgetown feel.

“There is no guarantee of the 2.6 million square feet of commercial space,” said Supervisor Jim Burton (I-Blue Ridge), referring to the phasing plan that is laid out in the application. “I am concerned that we will only see a third of the commercial.”

Burton voted against the application, with Chairman Scott York (I-At large) and Supervisor Sally Kurtz (D-Catoctin).

“I think this is going to be a problem down the road,” Burton added.

Glascock Field

The Glascock Field at Stone Ridge application to build 276 multifamily dwelling units and 1,310,355 square feet of office park was approved by the board.

The property is on the north side of U.S. 50 and straddles Gum Spring Road. The applicant, Glascock Field at Stone Ridge LLC (formerly known as Stone Ridge Community Development III LCC), is also asking for a special exception to build a 20-bed hospice facility with administrative offices and two heliport pads.

Issues regarding certain proffers, workforce housing and office space arose during the board's public hearing last month, and the applicants offered $500 per market rate unit and 10 cents per square foot built in the Planned Development Office Park section to support county housing programs.

Braddock Village

A vote on the Braddock Village application has been delayed until Dec. 18. The applicants, Nicholas/Farkas Joint Venture and John Crerar Jr., sent in revised proffer statements and a reduction in residential units late last week, not allowing adequate time for the County Attorney’s Office to review the documents.

“We’re not going to see a proper review,” said Supervisor Lori Waters (R-Broad Run) since the staff only had a little over a week to repackage the application to get it to the Dec. 18 meeting.

Originally, the Planning Commission recommended denial of the application in March, when applicants were asking for 860 homes. At the board’s November public hearing, applicants offered to reduce the number of dwelling units to 803 and proffer a middle school and youth athletic fields. Then, at the Dec. 4 board meeting, applicants again changed the application, cutting the number of residential units almost in half – to 499 residential units – and still offering the school and fields.

Please stop the trashing of Loudoun County, with more building, people and traffic problems. We don't have enough water to support what we have now, as witnessed by our rivers and resevoirs, for the past ten plus years and getting worse every year. If it keeps up we are all going to be sorry, our resources just can't keep up.
It's time to stop trying get rich quick, and start thinking of survival, and the quality of life
