    Judge continues sentencing for Loudoun art teacher convicted of child pornography

    At Loudoun County Circuit Court on July 25, Judge Stephen E Sincavage opted to pass his sentencing of Loudoun elementary art teacher Ralph Watts Conrad, 43, on a later date. Conrad pleaded guilty to 50 counts of child pornography on April 11.

    Sincavage said he could not be fair to both parties in his decision until he reviews the sentencing mandate and attached documents presented by the defense.

    At the July 25 hearing, defense called three witnesses testifying to Conrad's character and mental instability in an attempt to soften the penalties the defendant faces.

    A psychological evaluation performed Nov. 9, 2013, and presented by the defense categorized Conrad as schizotypal and obsessive compulsive. Defense used mental illness as a foundation for a plea against harsh penalties, saying Conrad would not receive adequate treatment under those conditions.

    An sttorney for the commonwealth said she failed to see how Conrad's being diagnosed with the OCD and schizotypal personality disorder lessened the severity of Conrad's decision to view and collect pornographic images featuring young girls being raped and sodomized.

    Sincavage gave Conrad the option to make a statement to the court. The defendant said he understands that what he did was wrong and expressed his apologies. “I deeply regret it,” he said.

    The sentencing has been moved to Aug. 8 at 10:30 a.m. in Loudoun County Circuit Court.
