Next Phase Of Crosstrail Boulevard Begins

Construction has begun on the next segment of Crosstrail Boulevard, a $17.5 million project that will create a four-lane link between Sycolin Road and Kincaid Boulevard through Bolen Park.

During a groundbreaking ceremony Tuesday morning, county supervisors said the project was another example of their efforts to address transportation problems.

""The board came into office promising that we would work to solve our transportation challenges that we have, and this is another promise made and promise being kept,"" County Chairman Scott K. York said. ""It's a very important segment for us.""

Supervisors awarded the $15.7 million construction contract to Fort Myer Construction Corp.

""Get it done early and under budget and we'll all be happy,"" York said.

The first segment of Crosstrail Boulevard, from Bolen Park to Kincaid Boulevard was recently completed, and the second portion will take about 34 months to finish.

York said the county has accelerated road projects by taking the lead in construction, rather than rely on developers or the Virginia Department of Transportation. The project is funded by lease revenue bonds, supported by special taxes and fees collected in Northern Virginia for transportation.

""Since we have the revenues that we have we've gotten into the road building business in the last two years, and it's very exciting,"" York said.

""It's going to be a major way of getting east to west without going through downtown Leesburg,"" Supervisor Geary M. Higgins (R-Catoctin) said. ""It's easy for us to take a position on the dais and talk about what we're going to do, but where the rubber meets the road is you folks right here standing around us.""

Loudoun County Department of Transportation and Capital Infrastructure Director Joe Kroboth said the next portion of the road would be built by Tuscarora Crossing developer. That segment will extend Crosstrail Boulevard from Kincaid Boulevard to Russell Branch Parkway at Village at Leesburg. The county has estimated the cost of that project at $40 million.
