Marijuana is now decriminalized, local governments have the ability to take down Confederate monuments, and Virginians are paying more in taxes for gasoline and cigarettes.

July 1 was the start date for most of the new laws passed earlier this year by the General Assembly.

Democrats, in charge for the first time in a generation, refashioned Virginia as the region’s progressive leader on racial, social and economic issues and passing the South’s strictest gun laws, broadest LGBTQ protections, highest minimum wage and some of its loosest abortion restrictions.

“Last November, voters called for decisive, impactful action to make their communities safe and more prosperous. We have delivered on that mandate,” House Speaker Eileen Filler-Corn said in a statement.

Here’s a look at some notable new changes:

GUN LAWS: Virginia has been epicenter of the nation’s gun debate after Democrats ran on an aggressive new gun control platform. Tens of thousands of gun owners from around the country rallied against new gun restrictions at the state Capitol in January while lawmakers ultimately approved 7 out of 8 of Gov. Ralph Northam’s gun-control package.

New laws include universal background checks on gun purchases, a red flag bill to allow authorities to temporarily take guns away from people deemed to be dangerous to themselves or others, and limited handgun purchases to one a month. Moderate Democrats balked at passing a ban on assault weapons, which was one of Northam’s top priorities.

MARIJUANA DECRIMINALIZATION: Simple possession is now a civil penalty and can be punished by a fine of no more than $25.

STATUE REMOVAL: Local governments now have the authority to remove Confederate monuments.

ANTI-DISCRIMINATION: A new law prohibits discrimination on the basis of sexual orientation and gender identity in housing, public or private employment, public spaces and credit transactions.

ABORTION: Lawmakers undid restrictions on abortion access that were enacted when the legislature was under GOP control, including a 24-hour waiting period before an abortion and a requirement that women seeking an abortion undergo an ultrasound and counseling.

GAMBLING: Virginia legalized casinos in five cities, and online sports betting statewide.

FOOD STAMPS: People with certain drug felonies are no longer ineligible for food stamps.

ELECTION DAY: Virginia will no longer honor Confederate generals with Lee-Jackson Day, but will instead move the state holiday to Election Day. Virginia is adopting no-excuse absentee voting.

RECKLESS DRIVING: Under current law anyone caught going 81 miles per hour could face a reckless driving charge. That’s now been moved to 86 miles per hour and faster.

CLEAN ECONOMY ACT: An overhaul of energy policy paves the way for a significant expansion of offshore wind and other renewables as it mandates a transition to zero carbon emissions by 2045 for Virginia’s largest electric utility. Regulators have said the legislation will have significant impacts on monthly electric bills, which supporters of the measure dispute.

GAS AND CIGARETTE TAXES: Lawmakers approved a sweeping transportation funding overhaul that will increase gas taxes. In some parts of the state the tax will rise from about 16 cents a gallon to 34 cents a gallon. The state’s taxes on cigarettes will also double to 60 cents a pack.

CHANGING, BUT NOT RIGHT AWAY: Lawmakers increased minimum wages and made it easier for labor unions to operate, but those changes aren’t set to take effect Wednesday. The state is incrementally increasing its minimum wage from $7.25 an hour to $15 an hour by 2026. The first increase to $9.50 an hour will take place May 1, 2021. A new law allowing localities to recognize public sector unions won’t go into effect until next May, either.

One, as commonly understood throughout the public health establishment, the main responsibility for the mitigation of a pandemic (such as COVID-19) is the responsibility of the state/local government. The Federal Government is responsible for providing assistance (such as logistical support) as required and development of policies. Further, there is no evidence to date that shows that the virus could have been minimized by the actions of Federal/state/local officials. COVID-19 is a "novel" virus meaning that it is new and there is very little information that ANYONE has on its characteristics/traits/abilities. How do you know that the States of Florida and Texas opened too soon? The responsible Governors, independent of Trump, made their determinations based upon the recommendations of their state's public health apparatus and other experts. But, hey, that doesn't stop the armchair quarterbacks from making random speculation that they did wrong. As for Democrats, let's look at that too, I see that Washington State and the State of California are reconsidering reopening plans too. Both of them are governed by a Democratic Governor. Maybe they opened too soon too.

Volt, what common is saying is that trump didn’t declare a National Emergency until March 13th and it should have been done earlier. It even mentions in the proclamation the dates of concern (Dec and Jan). When a state declares a state of emergency, they can then ask for federal assistance. Which is what the states did. A good president is supposed to help the states not deny them what they need. The federal government can do much more in assistance. The Secretary of HHS has the independent authority under section 319 of the Public Health Service (PHS) Act, as amended, to declare a public health emergency. Which it did, I believe it was in the end of January. Through ESF #8 they can also tap into the Strategic National Stockpile (SNS). But trump had parts of that rewritten the day after Kuthcner said it belonged to the federal government and was for their use. Everyone knows that Florida and Texas along with Alabama and Arizona opened too soon, and they aren’t the only states. Not a one followed federal guidelines once trump started with his “Liberate” tweets. It may be the responsibility of Governors, independent of Trump, to make their determinations based upon the recommendations of their state's public health. But they opened to please Trump. They did NOT follow their own states recommendations or the leaders of the jurisdictions in their own states. California’s is using what they call the “dimmer switch” approach to reopening. They have ordered the closing of bars, and restricting high risk areas, in areas with rising cases. these were put back in place by their dem governor. Inslee has requirements that have to be met by counties and others that effect the entire state. They are not seeing all the new cases like the other states. But as of July 3rd, they have moved some counties to Phase 1 but still have much stricter restrictions than we do here in Virginia. Their reopening plans are pretty much along the same lines as our, Counties with less virus move faster than the others. I don’t know where you heard they were reopening from. But the states you mention; Florida, withheld virus stats (she was later fired), never made masks mandatory, allowed large gatherings on beaches and have allowed businesses’ like bars, gyms, to open, and even with the numbers going extremely high have continued with their reopening phases, though Santos is saying that he will start closing things if people don’t practice social distancing and a week ago Friday n DeSantis imposed new restrictions, ordering bars in the state to stop serving alcohol on their premises. He also says the state is "not going back" on reopening its economy, even as it's surged to become one of the nation's top states for new. Texas is also starting to reverse its orders. Abbott in Texas has halted reopenings.

As for the state and local workers, their unions are a little better and do a better job at representing their members. Unions have the right to strike, it is part of life. Strikes doe not "send Government agencies into turmoil" as most states have contingency plans should the unions strike. They simply implement them and continue forward. I should know as my uncle was, for a time, the head of a UAW group for a GM in WI. As to protecting workers, that point is debatable. The union for the Federal civil service is utterly worthless and does nothing. The state/local union is a little better. Unions are also the reason why some industries had problems and lost to overseas competitors. Go talk with a former employee of Bethlehem Steel. That company went bankrupt and the overall industry lost out to the Japanese thanks to the fact that Japan made steel cheaper and the cost difference came from the unions consistently demanding higher and higher wages and benefits which made them anti-competitive.

The range is at least 250 and up. The latest models I believe exceed 300 miles. Plenty for almost any purpose. I can drive anywhere in North America for free.

The price on Tesla's Model 3 have dropped albeit more expensive than the average car. I would ask how can you afford an ICE? Given the end of gas, oil and expensive maintenance, once you try a Tesla, you will never look back. Handling and performance is amazing - there's no comparison.

Kitt61, we're right behind you. We are a few years from retirement, both work remotely and are looking at putting our house on the market in August before the real estate market drops. "To prevent the spread of COVID-19 and protect our workforce and customers, we significantly reduced passport operations in March 2020. We temporarily suspended expedited passport processing and restricted service to cases involving life-or-death emergencies." Covid19 is never going to get better because American's have a leader that does not care. We did everything wrong. Every other country controlled Covid because the people listened to doctors and people with a brain. No one will get a passport until Trump says you can have one. Doug Glatt--hybrid cars also use gas so that would be taxed. As for pure electric cars, you may not get taxed by the gas tax but they can't go as far as gas cars. So that would require more "charging". I suspect that people would "charge" their electric cars at home so that would impact their electric bills and the State would make money through the State utility tax. As for parking it in a garage, I am guessing that cost would probably be part of the total monthly cost to park at that garage.

Doug Glatt--concerning hybrids, your point is true but also false. They don't pay as much tax as gas car drivers but they still contribute by paying tax on the portion of fuel that they need for the hybrid car to operate. As for the utility tax, the State could take that money and use it for infrastructure. That is a decision for the General Assembly in Richmond to determine as they are responsible for tax policy and appropriation decisions.

The second amendment only gives you the right to own a gun, not an unlimited right to own multiple guns, not a right to certain types of guns etc. There are exceptions to everything, freedom of speech does not allow you to threaten some one or scram something that would cause panic and endanger the public. There are legal explanations all over the web. If you have a problem accessing them throw a question at me and I'll see if I can get an answer for you.

The definition of the red flag law is that the law is a gun control law that permits police or family members to petition a state court to order the temporary removal of firearms from a person who may present a danger to others or themselves. A judge makes the determination to issue the order based on statements and actions made by the gun owner in question. So, using that definition and taking Accountability's scenario into account, yes, it is conceivable that that incident could qualify as a something to be red flagged. However, that determination would be made by a sitting court judge. There is nothing "idiotic" about it.
