Brian K. Chamer

A Loudoun County Public Schools teacher was arrested and charged with drinking or possessing alcoholic beverages on public school grounds and public intoxication Thursday.

Brian K. Chamer, 46, of Sterling, was arrested at Mill Run Elementary School in Ashburn after a school resource officer was contacted by school personnel. An investigation found bottles of alcohol “in his personal effects inside the school,” according to the Loudoun County Sheriff's Office.

Chamer was released on an unsecured $500 bond, according to authorities.

Chamer is the second Loudoun County school teacher arrested this week. Twenty-five-year-old Allison Briel was charged Tuesday with inappropriate communication with students after allegedly sending provocative photos to students and soliciting sex.

Time for someone to look into LCPS hiring process. If these are the teachers they're hiring, what does it say about those they don't? In my 30+ years of working, I've never taken alcohol to work or showed up to work drunk or ever was drinking on the job. I don't understand why some in teaching do this? Seems like at least 1-2 per year just in Loudoun.

scottva

@More Cowbell - You're absolutely right, LCPS should include a series of Yes/No" questions and ask applicants if they're an alcoholic. I might be wrong but I suspect no one would answer "Yes". You should be proud of the fact that you never drank at work or before work. An alcoholic does NOT have a simple on/off switch and controlled drinking is not an option like it is for normal drinkers. Alcoholism is a disease not a choice.

Waterford, Trump said 'DACAis dead,' but his administration has approved 55,000 applications just this year as per DHS, who also said they would abide with the judge’s rule and continue renewals. Why are you concerned with how people look? Are you a white nationalist? I agree totally with you on your legal immigration. But how do you feel about the families that turned themselves in seeking asylum, which is legal, having their children taken away from them without any means of reuniting them? We want them to obey our laws and we kidnap their children. Guess who is paying for those kids?

workhardgetahead

Then you should be praising him instead of vilifying him. That 55000 votes more for you in the next election!!

amerigirl

They can't vote, and I'm not running.

Loudoun4Trump

David -- that would be great information for the public....how may LCPS employees are arrested every year and what were their crimes....when people send their kids to these schools they should have that data when considering on weather to send to a private school....illegals in our school system are a very costly drain on resources and I remember when Obama relocated around 200 or so to Sterling when he was waiving in illegal immigration into the country by the trainload...Investigate the Investigators....Mueller time is over and now it's time to pay the Barr tab....

DavisB

somehow you connected the dots from an alcoholic teacher to Mueller - that is quite a load of creative accounting. I am more worried about sending my kids to school with your kids that with the few bad teachers in LCPS

amerigirl

Only you could make this post anti-Obama, anti-Mueller and pro Barr. Can you think outside that small box and just stick to facts. Please try investigating the investigators you will just waste more tax dollars like they did with Clinton, nothing there. The real crimes are in the Mueller report and that is why trumpet is trying to deflect. Notice he already called his BFF Putin.

David Dickinson

There is a lot of data the PUBLIC should be able to see concerning PUBLIC schools that is hidden.

TomPaine

In any organization of over 6000 employees will have people with issues. I'd bet that LCPS has way less actual issues like this than other organizations of that size. The community should be glad that these people are caught and removed from employment in LCPS. In many companies and organizations incidents like this would just be covered up and swept under the rug by HR departments worried about "shareholder impact" if the news got out.

Virginia SGP

What are you talking about? LCPS is covering this up. They didn't post any press release or warn the parents. The only reason we know about this is LTM covering arrest reports and running a story. LCPs wishes you never knew. Why in the world would anyone be an apologist for LCPS?

amerigirl

I don't see why they would do a press release but do you know for a fact they didn't send letters home to the parents?

FallHarvest

You are so right regarding HR and oversight covering up for employees who bring booze and drink on the job. It creates a hazardous and risky environment for all. No one should tolerate or allow employee alcohol or drug use, however, many times, when reported, it is ignored. And working with someone who abuses intoxicating substances is difficult and almost impossible, especially when one relies on them within a team. Management who condones and supports them should also be held accountable. Turning a blind eye on a serious problem is not the answer.

FallHarvest

HR should also do a better job of screening and completing background checks on all employees and contractors to filter those candidates with a questionable history.

scottva

@amerigirl - DACA is on life support and less than 10% of asylum seekers are legitimate. Just because an illegal qualifies for "DACA" or are granted "asylum" does NOT mean they are legal American citizens. Besides DACA and asylum are vastly different.

The number of illegals have not gone down, not by a long shot. I'll leave it at that as this subject is wide and deep and it would be a waste of time to go into it all.

I'm sorry amerigirl, your last question "I'm just wondering if who you want to get of includes documented migrants also." is really kind of dumb. If by "documented migrants" you mean people that have chosen to come into America legally (following all rules), I'd kick them out as well IF they were committing crimes.

amerigirl

Not sure why you think those statements are even close to true. DHS said on January 13, 2018 that it would abide by the judge's order and accept DACA renewals. Of course, anyone qualifying for DACA or asylum is not a citizen, just as the over 9 million Americans living abroad are not citizens of those countries. If someone has entered this country and asked for asylum how are they not legitimate? If they are denied then they can’t enter the country and are turned away. Those that enter are given a trial date to have their case heard to determine if they can stay or not. I guess if you wanted to kick out undocumented workers you could start with trumps properties, but some are seasonal workers with papers.

Yes, the number of illegal immigrants has gone down, you need to fact check that one. It has been on a steady decline since 2016. Your leaving it at that just shows you don’t have the data. If you feel we should kick out documented workers then should other countries kick out the millions of Americans that are working, studying, or living abroad and have documentation to work there? Should we let farmers go another year with their crops rotting in the fields because there is no one to harvest them? Ask trump, In the same breath that he denounced “this terrible crisis” at the border, with caravans of migrants, he acknowledged to farmers that he knew “you need these people.”
“I’m not going to rule that out,” he said, “I’m going to make that easier for them to come and to work the farms.”

LoudounPulse

LCPS needs to work on their vetting process. I would recommend that not hire anybody who doesn't come from another school with at least 10yrs of history/references.

amerigirl

That probably would work some of the times but if you look at the references that out of county teachers have gotten they always make them look great. Even when there is a problem teacher they are trying to get rid of.

David Dickinson

Can we get a rap sheet of the rap sheets for all the LCPS arrestees. I can't keep track anymore.

downtownres

Loudoun Times Mirror loves trashing Loudoun County Public Schools, simple as that. As well as they jump right on board with the attitude these days of guilty until proven innocent! This paper is going down the tubes in a hurry!

amerigirl

I don't know what article you read but I don't see them passing any judgement on LCPS . It is there job to report the news that effects the community and if I had a kid it either of those teachers classes I would want to know, wouldn't you?

swampfiller

We have to stop agreeing like this or people will start talking.

scottva

@downtoenres - It's on a very rare occasion that I agree with amerigirl but I don't see LTM trashing LCPS, in fact it's the exact opposite. Take the Tuscarora High School gun incident a month or so ago. LTM wrote a follow up to the original article indicating charges had been dropped against the former student, chalking it off as a naive kid. Boy, there were MANY details left out of the original and follow up LTM stories that were ENTIRELY relevant. So you see downtownres, if anything LTM is running interference for LCPS, not trashing them. It seems quite apparent that LCPS loves trashing LCPS and those are only the stories that are/can be reported by LTM.

Wait a couple more weeks. It's one thing to have a bad apple. It's another to have administrators causing the issues or turning a blind eye after being informed.

This is a cesspool that needs to be completely cleaned out. Maybe we should request a recall instead of waiting for Nov 2019.

amerigirl

It's a small cesspool when you consider how many great teachers we have. Who would you recall? I don't follow.

Virginia SGP

Recall the school board.

No press release on this. No oversight on administrators or enforcement of policies. No competence whatsoever.

DavisB

has anyone check the immigration status of this poster?

amerigirl

I bet they wish they could.

Qwertyuiop

A blind eye? He’s in jail. How’s that turning a blind eye?

Virginia SGP

Check back in 2 weeks and tell me that LCPS doesn't turn a blind eye.

Qwertyuiop

SGP, you know that they cannot comment on personnel issues due to privacy. I thought you supported due process.

FallHarvest

It’s amazing at how often oversight turns a blind eye to issues after being informed. Isn’t that contributing to the problem? Isn’t it a form of negligence when they fail to take action to correct a violation and those employees involved?

Virginia SGP

FallHarvest, yes it is. But do we fix this at the ballot box or the courtroom? You cannot prevail on negligence in state court. Only if there is gross negligence (basically wanting the student to be harmed or not paying attention to anything) can you prevail. If you can cite a constitutional violation or federal law you have more rights. But it is very tough normally.

The answer is at the ballot box this fall. We have school board members refusing to provide oversight because they claim they are forbidden from investigating any specific claim. That is just false. Congress and local boards regularly hold investigative hearings to learn WTF is going on in their administration. This school board refuses to do that in any way. They need to be replaced en masse. And we need to ensure their replacements will provide oversight. If we wait till after they are elected, there is no hope.

Loudounest

Loudoun should build a wall around the schools to keep those people out!

Loudoun4Trump

Maybe the county needs to do their DWI checkpoints at the school entrances instead of 10pm in sterling....teachers gone wild....I can see why, there are no repercussions since they are all union...and we pay for this stuff....

Qwertyuiop

Homeboy is locked up. That sure seems like a repercussion to me.

amerigirl

He's just anti-union because he relates it to democrats so he threw it in there.

FallHarvest

I wonder how many other businesses and organizations are impacted by this problem? Are they doing frequent drug/alcohol testing of their employees and management? Why are they falling through the cracks?

amerigirl

OMG what is happening at LCPS? I hope they go back and review grades for the students of both these teachers if the family requests it.

Dingo

We have a caretaker not a Superintendent here. He was selected by the BOS and School Board to be a compliant lap dog, which he has been. Wow, I really miss Edgar Hatrick these days more than I would have ever imagined...

WesternSky

Posting photographs of fellow citizens, who are still presumed to be innocent, is a sick form of journalism. You should take a long look in the mirror.

JayZ

Agreed. Why do we need these photos? The Washington post does not post photos of peop accused of criminal behavior. What gives thiis paper the right to do this before a trial or anything? I am about to boycott this rag

amerigirl

But the post is a national paper which wouldn't find that this type of local event held much credit in the large scope of news they report. This is strictly local, it doesn't have the amount of coverage and details their local coverage. I don't see what the big deal is.

Chris McHale

JayZ - while I agree with you in principle, the First Amendment gives them the right to do it.

CindyLou

Really?? Hmmmmm, I think Loudoun County officials need to worry about all the drunks at One Loudoun and who's teacher our kids in our schools more than the immigrants. Our school system seems a little out of control.

JayZ

You are totally overreacting. One or two incidents out of all the schools in. Loudoun do not constitute upheaval

amerigirl

It's been a lot more than that over years. It seems to be an ongoing problem.

scottva

@CindyLou - LCPS certainly has problems, a lot of problems. Not a week goes by without some sort of incident. However, if you're suggesting the police need to focus less on illegals then either you have your head in the sand and are oblivious or are just out of touch with reality. When a crime happens in an LCPS the crime or alleged crime has already happened, can't normally be preempted. Illegals on the other hand have already broken the law hence the term "illegal immigrant". Round them up and ship them back and focus on legal American citizens committing crimes.

John M

Preach, Scott! You nailed it.

amerigirl

Do you consider DACA and asylum seekers that have been processed illegal? In 2016, as President Barack Obama left office, the number of undocumented immigrants living in the United States was at its lowest level in a decade. It has continued the downward trend for the last 2 years. I'm just wondering if who you want to get of includes documented migrants also.

Waterfordresident

Amerigirl. I’m sorry, but DACA has run its course. They’ve had ample time to start the citizen process. Travel outside this country and you will see everyone looks the same. Nordic countries, Spain, Italy, Greece, many countries of South America and even parts of Europe. We are a welcoming country for LEGAL IMMIGRATION. Let’s say it again...LEGAL IMMIGRATION. Illegal immigration cost us too much money and there are too many citizens needing our help we should focus on first.
